Richard oversees delivery of responsive, high-performance services that enable his clients' facilities to operate dependably and at the demanding levels required to meet the complex challenges of today's facilities management environment. His specific responsibilities include the National Air and Space Museum's Steven F. Udvar Hazy Center and the Veterans Administration Building. He also oversees the Naval District of Washington's heating, ventilation and air conditioning (HVAC) regional contract, the Navy's Regional BOS contract in the Washington DC area, and the U.S. Secret Service facilities. In addition to ensuring high-quality service delivery and fulfillment of all contractual obligations, he researches and writes the engineering, heating, air conditioning, and staffing sections of the organization's proposals and develops overall phase-in plans.

 

Expertise

Richard has nearly 40 years of engineering, facilities management and construction experience, 24 of those in the armed forces. He began his career with the U.S. Army Corps of Engineers, where he held a succession of increasingly demanding positions. These included platoon leader with a combat engineering company, project engineer on the Walter Reed Medical Center and other construction projects, staff officer at the U.S. Army Engineering School, and Operations Officer in the Directorate of Engineering and Housing at Fort Bragg. Later, he was Director of Engineering and Housing for the US Army in Okinawa, Japan. Before leaving the service, he was a military construction programmer in the Office of the Assistant Chief of Engineers.

 

Upon entering civilian life, Richard joined Fluor Daniel as a Project Manager at Patuxant Naval Air Station. In that role, he and his staff operated and maintained the systems and equipment for more than 1,000 buildings.

 

In 1995, he joined Johnson Controls World Services as a project manager. There, he managed a U.S. Navy base operations contract for a 625,000-square-foot facility that houses highly classified intelligence functions. He then joined Day & Zimmerman, first as an interim project manager on a construction project start-up in Denver and then, as project manager at the Southern Maryland District Courthouse. In this post, he managed the operation, maintenance and repair of the facility's equipment and systems, as well as its custodial services and landscaping. His last post with Day & Zimmerman prior to joining EMCOR was as a Regional Manager in charge of operations and maintenance projects in Washington, D.C.; Rochester, NY; Salt Lake City, Utah; and Los Angeles, California.

 

Richard holds a Bachelor's in Biology from Gettysburg College, a Master's of Forestry from Duke University, and a Master's in Construction Management from the University of Florida.

Richard is married and has two daughters with five grandchildren who occupy his spare time.
